Only the candidate(s) who make it to the very last short list should be subjected to these. It will be wrong to go conducting pre employment background checks on a hundred people, when you know that is only one or two of them you are looking to employ. Rather, you should narrow down your list to the two or three most likely candidates, and then subject those to the (inevitably invasive) pre employment background checks.
